What is C-NAPSE?


C-NAPSE, the COE-Network Application for Planning, Synchronisation & Exchange, is a next-generation digital platform developed by the COE Branch of HQ Supreme Allied Commander Transformation (HQ SACT) in Norfolk, Virginia. Its core mission is to modernize and digitize the NATO Request for Support (RfS) process across 30 NATO-Accredited Centres of Excellence (COEs), aiming to replace a legacy workflow that had been running on SharePoint Designer and hosted behind TRANSNET. What C-NAPSE is ambitiously proposing to deliver, in essence, is institutional memory stored as modern structured data; a living data pipeline that turns informal, email-driven coordination into traceable, accountable, and measurable commitments between NATO entities and the COE network.

At the heart of the platform is a carefully designed six-stage workflow, from account creation and AI-assisted request submission, through COE coordination and formal decision-making (To be assessed (TBA) → Feasible → Accepted/Rejected), all the way to delivery planning and archival closure. Each request is assigned a unique auto-incremented serial number in the YY#NNN format, anchoring it in time and giving every stakeholder a common reference point. Role-based access control (RBAC) governs what each user sees and can do, ensuring that submitters, COE representatives, and HQ staff each operate within their appropriate lane without friction or potential ambiguity.

Technically, C-NAPSE is built on a modern, production-grade stack — Next.js with the App Router, TypeScript, Prisma on SQLite, NextAuth for authentication, and a modern theme for a clean, accessible interface. Security is taken seriously: email one-time password (OTP) two-factor authentication, JSON Web Token (JWT) session strategy, and strict RBAC are baked in from the ground up. The platform is containerized offering portability.

Perhaps the most forward-looking element of C-NAPSE is CAIDIE, its embedded AI Copilot. Operating in dual modes (Fast for quick answers, Deep for database-enriched analysis), CAIDIE provides page-aware, context-sensitive assistance if the user needs more analytical information about COEs. It can also help requestors write clear, complete submissions by enforcing a discipline of “5 Essentials,” guides COE staff through assessments, and gives every user on the platform a conversational interface into live data. CAIDIE isn’t bolted on as an afterthought  but it’s designed as a primary tool and intended to grow into the platform’s workflows over time, enhancing users experience.​​​​
